The answer nobody gives you: there is no legal minimum roof pitch
Search for a minimum roof pitch and you will find tables presented as though they were building regulations. They are not. No Approved Document sets a minimum pitch for a roof covering. Part A covers structure, Part C covers moisture from the ground, Part L covers energy, and none of them contains the number people are looking for.
What actually governs is BS 5534, the British Standard code of practice for slating and tiling, together with the fixing instructions for the specific product on the roof. That matters more than it sounds, because the minimum moves with the product and the site. A tile rated to 17.5 degrees in a sheltered location may need a steeper pitch, a longer headlap or a different underlay once exposure is taken into account. Two roofs with the same tile can have different minimums.
Pitch, ratio and fall are three names for the same thing
British roofing usually talks in degrees, flat roofing talks in falls expressed as a ratio, and imported product data often uses a percentage. They describe one measurement. A 1 in 40 fall is 1.43 degrees and 2.5 per cent. A 30 degree pitch is a 1 in 1.73 ratio and 57.7 per cent. The calculator gives all three so you are not converting by hand against a product sheet that uses a different convention from your drawing.
Rafter length is not the same as run
The true length returned above is the sloping distance from wall plate to ridge, measured along the rafter. It is always longer than the run, and it is what you order timber against. It excludes the eaves overhang and it makes no allowance for the birdsmouth, the ridge board thickness or the plumb cut, so add your overhang and set out the cuts from the drawing rather than from this number alone.
Below 15 degrees you are designing a different roof
A shallow pitched roof and a flat roof are not the same specification with a different angle. Once the pitch drops far enough that water stops shedding reliably, the covering has to become a continuously waterproof layer rather than a set of overlapping units, and the detailing at upstands, outlets and abutments changes completely. If the pitch you have calculated is in single figures, price a flat roof build-up rather than looking for a tile that will tolerate it.

Is there a minimum roof pitch in the building regulations? No. No Approved Document specifies a minimum roof pitch. The limits come from BS 5534 and from the manufacturer of the particular tile, slate or sheet, and they vary with headlap, underlay and how exposed the site is.
What is the most common roof pitch in the UK? Most British pitched roofs sit between 30 and 45 degrees. That range suits plain tiles and slates, sheds water well in a wet climate, and gives usable space in the roof. It is a convention rather than a rule.
How do I convert a roof pitch to a ratio? Divide the run by the rise. A 3000mm run with a 1500mm rise is 1 in 2, which is 26.6 degrees. The calculator above shows the angle, the ratio and the percentage together.
What pitch do I need for concrete interlocking tiles? Commonly around 17.5 degrees, but treat that as a starting point and not a rule. The real minimum is on the manufacturer datasheet for the specific tile and it changes with headlap and exposure.
Does the rafter length include the overhang? No. The figure above is wall plate to ridge along the slope. Add your eaves overhang, and set the birdsmouth and plumb cuts out from the drawing.
